Outline of Research:
The research is composed of the following two subjects:
1) Practical development of methodology of "Debate-democracy", and 2) Running of "National issues forum" on the Web.
As far as the above "Debate-democracy" is concerned, an experiment for it is on the anvil. The researcher has already sorted out concepts on the "Debate-democracy" and studied methodology of the experiments run in Australia (2002) and the United States(2003).
As for the above 2), the study is to be initiated at a country level, then further developed at a world level as well as a local level.
A systematic database is needed for organizing a full-scale National issues forum. And the database can be foundation for political parties to formulate their manifest.
National issues dealt with at the different levels will play an important role for formulating agenda on the "Debate-democracy", and in turn, national issues will be combined with a methodology of the "Debate-democracy".
